The Strategic Plan: Providing a Solid Technical Foundation for the Mid-and-Long-Term Roadmap
The decommissioning of the Fukushima Daiichi NPS is being conducted in accordance with the Mid-and-Long-Term Roadmap, a document that encompasses policies established by the Japanese government.
When the Strategic Plan was released, the latest Roadmap (second revised edition) at the time was based on a report compiled by the Advisory Committee for Strategies to Clean up the Fukushima Daiichi NPP of TEPCO of Japan Atomic Energy Commission created when plant conditions were not yet clearly understood. It therefore does not fully reflect recent progress in field work, plant conditions that have become gradually clear, or issues identified through R&D
There have been a number of revisions made to the Roadmap since the first edition was issued, but these have focused on resolving challenges rather than assessing risks.
In light of this, the decision was made to reformulate the decommissioning strategy from the perspective of 1) reflecting the latest plant conditions that have gradually become clearer; 2) improving the concept of risk reduction in a strategic manner in line with the timeline, and; 3) providing feedback on PDCA results for further progress in technical development.
In reformulating of the decommissioning strategy, it is extremely important to commomly recognize strategic concepts regarding the overall decommissioning project and technical understanding between the Japanese Government, the NDF, TEPCO, and relevant organizations and contractors.
It is therefore necessary to illustrate a practical strategic plan based on a solid technical foundation so that concepts (technical strategy) for selection and decisions on processes and technologies are shared among relevant parties and on-site workers.
The Strategic Plan aims at providing a solid technical foundation for the Mid-and-Long-Term Roadmap, contributing to the aims of the Roadmap and its revision and at facilitating the appropriate and steady decommissioning of the Fukushima Daiichi NPS. The purpose of the Strategic Plan was to contribute to the steady implementation and studies on the revision of the Mid-and-Long-Term Roadmap developed by the Japanese government in order to facilitate the appropriate and steady decommissioning of the Fukushima Daiichi NPS and to provide a firm technical basis to the Roadmap.

Mid-and-Long-Term Roadmap - Dec. 21, 2011 (first edition)
The Government and TEPCO’s Mid-to-Long Term Countermeasure Meeting developed the first edition of the Roadmap in response to the achievement of the Step 2 objective* of “the Roadmap towards Restoration from the Accident at Fukushima Daiichi NPS.” This Roadmap was developed by TEPCO, the Agency for Natural Resources and Energy, and the former Nuclear and Industrial Safety Agency based on the Advisory Committee report.
*Step 2 objective: “release of radioactive materials is under control and dose rate is significantly reduced.”

This edition reflects the progress of the actions taken and detailed plans on the priority issues to improve reliability set out by TEPCO after completion of Step 2.
Mid-and-Long-Term Roadmap - Jun. 27, 2013 (second revised edition)
The Council for the Decommissioning of TEPCO’s Fukushima Daiichi NPS was established in the Nuclear Emergency Response Headquarters. In order to accelerate the decommissioning project, it was decided that the progress of field work and R&D would be managed in an integrated manner by the Japanese government and TEPCO with the participation of relevant organizations. This Council formulated the second revised edition of the Roadmap.
